Progress measurement details

The progress of this indicator is measured against a target unemployment rate of 3%, which represents an assumed natural rate of unemployment. Progress is not measured below this threshold, as extremely low unemployment can lead to complex negative consequences, such as rising inflationary pressures and labour market imbalances.
